President Karzai government fails to prevent human rights violations

Sixtieth international human rights declaration's anniversary was celebrated on Saturday in Kabul, victims' family members of past three decades of war demanded tribunal of war criminals and human rights' violators in the country.
Victims' relatives criticized vigorously on failing Hamid Karzai's government for misrecognizing of war criminals and prosecute them, as he is ruling from the past six years.
Baryalai, is a civil war victim who had loss his visual organ in a jail of involving parties of war, he called the government to prosecute those whom have violated human rights instead celebrating the day of victims. He said" Still there are people who are violating human rights, money and political rights by gun force.

Baryalai, CLIP 1 (Male): Because I was son of a teacher, I was arrested several years ago and was beaten and because of that I lost my right eye. Not only me, millions other people have suffered like me, disabled and lost their parts of their bodies, hands and legs. We have one and half million martyrs, it does not much if we celebrate the day by saying words, and we need action, not words. In front of all I request my President that I have voted him to prosecute all war criminals, they were not punished instead they were admired. I need nothing from you, the only thing I need is, security.
Also a woman, who had lost her three children during civil war, explains about human rights violation during that time. She is crying when she tell her painful story.

Woman Clip (1):, They entered my house and slaughtered my two, six and thirteen year old sons in front of my eyes, even dog was crying in the yard of my house, Mr. Karzai they were innocent, what they have done?  

On the memorial day of war victims, Mr. President Hamid Karzai has committed that, human right has still been violated in Afghanistan and the government has been failed to prevent that or prosecute war criminals and human rights' violators. President's speaking tune was looking like after six years of governing; now he is able to talk comfortably about country's facts.
After six years of governing, he could tell and explain to his people that enforcement of such policies could endanger country's stability, Mr. President added, human rights is the only thing that the government of Afghanistan was unable to protect and support.

President Karzai Clip (1): "health, monetary conditions have become better, several other things have become better and government system has become better, a place to hear complains has exists, but still our people are unsafe of human rights violations. Still our people are in danger; still families are not safe in Afghanistan. still there are some areas in which the government is unable to hear complains or prevent violations whether punish them. There are people who still violate the law. Still there are elements that violate people's right with their guns, money and political power, grasping or usurp their houses, properties and taking their daughters. Even planning a plot and putting them in jail, still we have these. The only area that the government is weak and unable is protecting human rights".
On 10th December 2006 while President Hamid Karzai was ratifying international human rights' declaration in a ceremony, he has announced his government's action for reconciliation, peace and justice program, his speech was looking like still there is no spotlight on enforcement of such programs currently in Afghanistan.

President Karzai CLIP (2): Social Justice has not been enforced properly as we wished, yes, has not been, we did not want that has not been enforced, listen to me carefully what I am saying. We did not want that has not been in some cases because the Afghan government is unable to take action and such an action will increase violations and we will be unable to prevent them. There are cruel in our territory and I can not prevent them by ordering the ministry of interior, National Directorate of Security or foreign troops. Yes, it is true, in political site there is possibility of violations and we need to take careful action in order to not create fear by saying transitional justice and that fear create human rights violations.

Daad Norani, is an author and political analyst in Afghanistan, he said that, lack of government's infiltration in several regions of the country has paved the way for Taliban fighters, tribal militia and local war-lords and Karzia's government was unable to curb widespread corruption, war-lords and militia this year. Instead the government has accepted their demands.

Norani Clip (1): I think in regard to President Karzai's speech about ensuring human rights, he is the last person who declares that government of Afghanistan is fail to trail the committers and judge them. As people know the government, violators control most part of it and people do not expect from Karzai that he would ask the violators about human right violations. Additionally, in the past human right was violated and now in some areas ongoing. Two or three people die every hour in Afghanistan and Taliban, Foreign troops and illegal armed groups called war-lord are involved in human rights violations, somehow.

According to Mrs. Sema Samar chairwoman of independent human rights commission, Afghanistan is a country that has had top number of human right violations last year than other countries.
Mrs. Samar CLIP (1): Afghanistan independence human rights commission believes that we will have people's confidence especially victims of human rights violations while taking serious and practical steps in bringing justice and ending impunity culture. We are responsible to answer this suffered nation so we must complete our task in bringing justice otherwise, new generation of Afghanistan will damn us.  
Chris Alexander is deputy representative of U.N for Afghanistan's affairs.
He agrees with Mrs. Samar and adds at the end of impunity law that, some of insecurity in Afghanistan has emerged from human rights commission's shortcoming and lack of solving past petitions.

Chris CLIP (1): Ending impunity, establish the role of law is essential for restoring peace and stability in this country.   

Many analysts believe that, perhaps the enforcement of "action program" will trail many political activists for tribunal in Afghanistan, and these people will take bloody actions for denying their tribunal that may endanger stability in some regions in Afghanistan.
But a question raises which nobody has answered it yet that, if the "action program" has not been enforced, is there any guaranty that bitter experiences of last three decades will not happen again?
